GUIDELINES FOR “ISHAN
UDAY”
The Ministry of HRD and the University Grants Commission has taken special
Initiative to promote higher education in the NER. For improving the GER,
promoting higher education and for encouraging children belonging to economically
weaker section of the NE region, the UGC has decided to launch “Ishan Uday”
Special Scholarship Scheme for North Eastern Region from Academic session
2014-15.
OBJECTIVES:
- To provide equal opportunities for higher studies in NE Region.
- To increase the Gross Enrolment Ratio (GER) in NE Region.
- To focus more on professional education in NE Region.
- Optimum utilization of NER Budgetary Allocation.
SCOPE: It is envisaged to provide ten thousand (10,000) fresh scholarships every
year beginning from the academic year 2014-15 for general degree courses,
technical and professional courses, including medical and para-medical courses.
ELIGIBILITY:
- Students with domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National institute of open Schooling (NIOS) within NER only, and have secured admission in general degree course, technical and professional courses including medical and para-medical courses (Integrated courses included) in Universities/Colleges/Institutions recognized by UGC under Section 2(f) of UGC Act, within and outside the States of NER.
- For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
EXCLUSIONS: The following shall not be eligible under this scheme-
- Students pursuing courses/programs through Open Universities.
- Students already availing scholarship for pursuing the Undergraduate program under any other scheme(s).
- Students gaining admission through ‘management quota’.
- Students pursuing courses, such as Diploma Courses, not leading to award of a Degree.
- Students whose parents’ income exceeds Rs.4.5 lakh per annum.
SELECTION
PROCEDURE: UGC will award ten thousand (10,000) fresh scholarships per year. In case
the number of applicants exceeds the number of scholarships available, the awardees
will be selected on the basis of marks scored by them in the Class XII or
equivalent exam.
RATE OF
SCHOLARSHIP: An amount of Rs.3500/- p.m. for General Degree courses and Rs. 5000/- p.m.
for Technical & Professional courses (including Medical & Para medical
courses) will be given through Direct Benefit Transfer (DBT) to the beneficiary
student.
DURATION OF
SCHOLARSHIP AND RENEWAL: The scholarship granted under the scheme will be kept renewed during the period
of the first degree course, subject to good conduct and maintenance of prescribed
attendance. Students failing to get promoted to the next class/level would get
the scholarship in the following year, subject to the condition that if the student
fails again for the second time, he/she would forfeit the scholarship and it would
not be renewed for the remaining period of the course. If an awardee is unable
to appear in the annual examination owing to illness and/or on account of any
unforeseen event, the scholarship may be renewed for the next academic year on
submission of medical certificate and other proof to the satisfaction of the Head
of the Institution.
The progress of the scholar is to be monitored by the head of the
department of the Universities/Colleges/Institutions. The scholar is required
to submit quarterly continuation certificate duly signed by the head of the
department of the Universities/Colleges/Institutions to the designated branch
of nominated bank.
Any student who discontinues the studies without prior approval of the UGC
will have to refund the whole amount through e-mode (RTGS/NEFT) directly to UGC
account.
An awarder would be allowed to continue/renew his/her scholarship if
he/she changes the course of study to a stream not offered by his/her school
Board in Class XII (e.g. Law, Fashion Technology, etc.). Students pursuing
courses in which the duration is 5 years, would get scholarship at the
prescribed rates for the duration of the course. Students changing their
college/institute of study would be allowed to continue/renew the scholarship
provided the course of study and the institution is recognized, subject to the
condition that the scholarship will not be paid twice for the same year of
study. In case the scholarship is cancelled for any reason, the decision of the
UGC will be final. In the event of de-notification/deletion of any institution,
the scholarship will continue to be available to the students already admitted
under the scheme, if otherwise eligible, till completion of the course.
PROCEDURE FOR
DISBURSEMENT: The scholarship would be sanctioned based on the eligibility certificate, admission
certificate and other documents, presented by the students, through the
university/ college/institute to the agency identified by UGC. Scholarship (as certified
by the institutions identified under this scheme) will be paid to the selected
students by the UGC through DBT (Direct Benefit Transfer) Mode and will be
transferred to the Bank account of the beneficiaries.
The process of submission of documents by the students and forwarding of
the list of students along with the fee structure, hostel charges etc. to UGC,
by the institute, may be completed within 60 days from the date of admission.
DOCUMENTS: The students would submit all the following requisite documents duly
forwarded by the Competent Authority (Registrar/Principal/Director) to the
designated Bank branch/Disbursing agency authorized by the UGC.
- Joining Performa for fresh awardees (Annexure-I)
- Performa for renewal ( Annexure-II)
- Certificate of income by the Competent Authority of the State Government in which the student is domiciled.
- Domicile State Certificate by the Competent Authority.
- Quarterly Continuation certificate(Annexure-III)
- Affidavit (Undertaking for not availing any other Scholarship in the form of an affidavit on Rs.50/- Stamp paper from the student/parent duly attested by SDM / First Class Magistrate / Gazetted Officer (not below the rank of Tahsildar) copying the prescribed languages (Annexure-IV))
IMPLEMENTATION/MONITORING: Scheme will be implemented and monitored by the UGC. An evaluation of the scheme
would be conducted periodically.
